트럼프는 이날 수도 워싱턴DC의 연방의회 의사당 앞 광장 특설무대에서 100여만 명의 인파가 모인 가운데 취임식을 하고 세계 최강국 대통령으로서 4년의 여정을 시작했다.

억만장자 부동산재벌 출신으로 공직과 군 복무 경험이 없는 '아웃사이더' '트럼프 시대'의 역사적인 개막이다.

리얼리티 TV쇼 진행자로 명성을 얻었지만 대선 도전 자체가 비웃음을 샀던 처지에서 공화당 16명의 쟁쟁한 경쟁자를 차례로 꺾고, '대세론'의 민주당 주자 힐러리 클린턴 전 국무장관마저 격침하며 정상의 자리에 올라선 기적의 순간이기도 하다.

 

취임연설에서 예상대로 철저한 국익 중심의 '미국 우선주의'를 표방한 트럼프의 새 정권 출범은 동맹과 자유무역을 두 축으로 구축돼온 전후 70년 세계 질서의 대대적인 변혁을 예고하고 있다.

특히 '트위터 140자'의 '위협'으로 거대 기업의 투자를 끌어내는 등 미증유의 마피아 보스식 국정운영의 파장은 지구촌을 강타할 전망이다.

 

간간이 비가 뿌리는 가운데 취임식은 오전 11시 31분 트럼프가 오른쪽 엄지손가락을 치켜세우고 오른쪽 주먹을 불끈 쥐어 보이며 등장하면서 시작됐다.

정오(한국시간 21일 오전 2시)에 트럼프는 존 로버츠 대법원장 앞에서 선서한 데 이어 '미국을 다시 위대하게'를 주제로 취임연설을 했다.

 

트럼프는 연설에서 '미국 우선주의'를 전면에 내걸고 "우리의 일자리를, 국경을, 부를, 꿈을 되찾겠다"며 "내 단순한 두 가지 원칙은 미국산 제품을 사고, 미국인을 고용하라는 것"이라고 선언했다.

또 "다른 나라의 군대에 보조금을 지급했지만 우리 군대는 매우 애석하게도 고갈되도록 했다"고 한 뒤 외교와 동맹 관계에 대해 "자국의 이익이 우선" "새로운 동맹을 조성할 것"이라고 각각 밝혀 동맹의 재편을 강력히 시사했다.

아울러 그는 "워싱턴DC로부터 권력을 이양해 그것을 여러분 미국인에게 되돌려줄 것"이라며 워싱턴 기성 정치의 타파를 선언했다.

 

취임연설을 마친 트럼프 대통령은 의회에서 상·하원 의원들과 오찬을 한 뒤 백악관에 이르는 2.7㎞에서 90분간 차량 퍼레이드를 펼쳤다.

그는 이어 백악관에 입성해 공식 업무를 시작하며 밤에는 워싱턴 시내에서 열리는 3곳의 공식 무도회에 참석한다. 그러나 새 정권의 출범을 알리는 통합과 축제의 무대가 돼야 할 취임식은 '분열적' 대선전의 후유증 탓에 '반쪽 행사'로 전락했다.

러시아의 미 대선 개입에 따른 '정통성 시비'가 일면서 흑인 인권운동의 아이콘인 존 루이스(민주·조지아) 하원의원 등 의원 60여 명이 취임식 보이콧을 선언했으며 수십만 명의 '반(反) 트럼프' 시위자들이 워싱턴DC로 몰려들었다.

특히 반대 시위자들 일부가 백악관 북동쪽 맥퍼슨 광장 등에서 인근 상점에 돌을 던지는 등 폭력시위에 나서자 경찰이 최루탄을 쏘며 저지하는 과정에서 경찰차 여러 대가 파손되고 경관이 부상하는 등 소란이 벌어졌다.

이날 경찰과 주 방위군 2만8천여 명이 취임식 행사장 안팎을 지켰으며, 시 외곽에도 병력 7천800명이 추가로 투입됐다.

 

트럼프 대통령이 역대 최저 수준인 37%의 지지율로 취임하는 것이나, 각료 인선은 마무리했지만, 엑손모빌 최고경영자 출신인 렉스 틸러슨 국무장관 내정자 등 각료 후보자 대부분이 인준을 받지 못한 것 등도 새 정권 출범 열기에 찬물을 끼얹었다.

'트럼프 시대'는 전후 질서가 시험대 위에 오를 전망이다. 그가 '미국 우선주의'를 내세워 나토 동맹 무용론을 제기하고 유럽연합(EU) 흔들기에 나선 데 이어, 적대국인 러시아를 끌어들여 주요 2개국(G2)으로 부상한 중국을 견제하고 유엔조차 '사교 클럽' 취급을 하는 등 전후 질서의 대변혁을 예고했기 때문이다.

일자리 창출이라는 대선 최대공약을 이행하는 과정에서 글로벌 보호무역의 파고도 높아질 것으로 전망된다.

 

특히 그가 '하나의 중국' 원칙을 흔들고 중국에 고율의 관세를 부과하는 무역보복에 나설 경우 G2 갈등이 격화해 그 파장이 한반도에 미칠 가능성이 매우 크다는 우려가 나온다.

실제 윌버 로스 상무장관 내정자는 18일 인준청문회에서 "중국은 최대 보호무역국가이다. 철강과 알루미늄 덤핑에 고관세를 물리겠다"며 무역보복을 예고했다.

 

국내적으로는 취임 즉시 버락 오바마 대통령의 '이민 행정명령'을 폐기하고 불법이민 단속에 나서는 동시에, 대표업적인 건강보험 '오바마케어'를 폐기하고 대체법안 마련을 추진하는 등 진보 정권 8년 지우기를 본격화할 것으로 보인다.

G2 갈등이 격화해 그 불똥이 튀고 트럼프 정권이 방위비 분담금 인상을 요구하거나 한미 FTA까지 고치자고 들면 한·미 동맹이 흔들릴 가능성도 배제할 수 없다.

강경한 트럼프 안보진용이 군사옵션도 배제하지 않는다는 원칙을 밝히고 있어 북한의 핵·미사일 도발을 둘러싼 상당한 긴장이 조성될 것이라는 전망도 나온다.

Chief Justice Roberts, President Carter, President Clinton, President Bush, President Obama, fellow Americans, and people of the world: thank you. We, the citizens of America, are now joined in a great national effort to rebuild our country and to restore its promise for all of our people. Together, we will determine the course of America and the world for years to come.

We will face challenges. We will confront hardships. But we will get the job done.

Today’s ceremony, however, has very special meaning. Because today we are not merely transferring power from one Administration to another, or from one party to another - but we are transferring power from Washington, D.C. and giving it back to you, the American People. For too long, a small group in our nation’s Capital has reaped the rewards of government while the people have borne the cost. Washington flourished - but the people did not share in its wealth. Politicians prospered - but the jobs left, and the factories closed. The establishment protected itself, but not the citizens of our country.

That all changes - starting right here, and right now, because this moment is your moment: it belongs to you. It belongs to everyone gathered here today and everyone watching all across America. This is your day. This is your celebration. And this, the United States of America, is your country.

At the center of this movement is a crucial conviction: that a nation exists to serve its citizens. Americans want great schools for their children, safe neighborhoods for their families, and good jobs for themselves. These are the just and reasonable demands of a righteous public. But for too many of our citizens, a different reality exists: Mothers and children trapped in poverty in our inner cities; rusted-out factories scattered like tombstones across the landscape of our nation; an education system, flush with cash, but which leaves our young and beautiful students deprived of knowledge; and the crime and gangs and drugs that have stolen too many lives and robbed our country of so much unrealized potential.

We've defended other nation’s borders while refusing to defend our own;

And spent trillions of dollars overseas while America's infrastructure has fallen into disrepair and decay. We’ve made other countries rich while the wealth, strength, and confidence of our country has disappeared over the horizon.

One by one, the factories shuttered and left our shores, with not even a thought about the millions upon millions of American workers left behind. The wealth of our middle class has been ripped from their homes and then redistributed across the entire world.

From this moment on, it’s going to be America First. Every decision on trade, on taxes, on immigration, on foreign affairs, will be made to benefit American workers and American families. We must protect our borders from the ravages of other countries making our products, stealing our companies, and destroying our jobs. Protection will lead to great prosperity and strength.

We will get our people off of welfare and back to work - rebuilding our country with American hands and American labor. We will follow two simple rules: Buy American and Hire American. We will seek friendship and goodwill with the nations of the world - but we do so with the understanding that it is the right of all nations to put their own interests first.

We do not seek to impose our way of life on anyone, but rather to let it shine as an example for everyone to follow. We will reinforce old alliances and form new ones - and unite the civilized world against Radical Islamic Terrorism, which we will eradicate completely from the face of the Earth. At the bedrock of our politics will be a total allegiance to the United States of America, and through our loyalty to our country, we will rediscover our loyalty to each other. When you open your heart to patriotism, there is no room for prejudice. The Bible tells us, “how good and pleasant it is when God’s people live together in unity.”

There should be no fear - we are protected, and we will always be protected. We will be protected by the great men and women of our military and law enforcement and, most importantly, we are protected by God.

Do not let anyone tell you it cannot be done. No challenge can match the heart and fight and spirit of America. We will not fail. Our country will thrive and prosper again. We stand at the birth of a new millennium, ready to unlock the mysteries of space, to free the Earth from the miseries of disease, and to harness the energies, industries and technologies of tomorrow.

And whether a child is born in the urban sprawl of Detroit or the windswept plains of Nebraska, they look up at the same night sky, they fill their heart with the same dreams, and they are infused with the breath of life by the same almighty Creator.

So to all Americans, in every city near and far, small and large, from mountain to mountain, and from ocean to ocean, hear these words: You will never be ignored again.

Your voice, your hopes, and your dreams, will define our American destiny. And your courage and goodness and love will forever guide us along the way.
